Funding

The Connecticut Department of Transportation (CTDOT) has been successful to date in securing both Federal and State funding for the NHHS Rail Program. Below is a summary of the Federal and State funding authorizations:

Federal Funding:

Since the inception of this Program, the State of Connecticut has received a total of $190.9 million in funding from the Federal Railroad Administration (FRA) and $13.9 million from the Federal Transit Administration (FTA).

The FRA portion includes $40 million in funding received in 2009 under the American Recovery & Reinvestment Act (ARRA) to add a second track (or “double track”) along a 10.5-mile segment of the NHHS corridor between Meriden and Newington (Phase 1). In 2010, Connecticut was awarded another $120.9 million for double tracking the remainder of the corridor south of Hartford, as well as construction of new stations in Wallingford, Meriden and Berlin, and improvements to Hartford Union Station (Phase 2). In 2011, Connecticut was awarded an additional $30 million for track improvements in Hartford (Phase 3A).

The FTA funding included $3.9 million to study the Hartford Rail Viaduct and to prepare conceptual designs for new rail stations in North Haven, Newington, West Hartford, Windsor, Windsor Locks and Enfield. Furthermore, under an FTA TIGER V Grant, the Program received $10 million for improvements to State Street Station in New Haven.

State Funding:

To date, the State of Connecticut has contributed $564.3 million to support design and construction of the improvements listed above. The most recent funding authorizations include $60 million in September 2016 to initiate track construction from Hartford to Windsor, along with final design of the new stations and $50 million in February 2017 to complete track construction from Hartford to Windsor and initiate design of track improvements from Windsor to Springfield.

This funding represents a significant investment by the State in the Program and an important commitment to the future of this corridor.

Connecticut intends to seek additional Federal and State funding for future phases of the Program, which include the following improvements:

• Construction of the second track between Windsor and Springfield        
• Construction of new stations in North Haven, Newington, West Hartford, Enfield, Windsor and Windsor Locks           
• Improvements to the Connecticut River Bridge in Windsor Locks  
• Additional long-term parking at stations       
• New train equipment

Budget

The NHHS Rail Program is funded through multiple state and federal sources, which currently total $769.1 million.
